Bill 173, Highway Traffic Amendment Act (Keeping Ontario’s Roads Safe), 2014

On May 2, 2014 TCAT made a submission to the Ministry of Transportation in response to its request for comment on Bill 173, proposed amendments to the Highway Traffic Act to improve cyclist and pedestrian safety in Ontario.

TCAT expressed support for the Bill including changes requiring drivers to: maintain a one-metre distance when passing a cyclist, and to remain stopped at a pedestrian crosswalk or school crossing until the pedestrian is completely off the roadway.

Two changes were recommended: the requirement specifying the size of reflective tape on bicycles be removed, and that the proposed increase in fines for lights and reflectors on bicycles be amended so that a set fine is put in place and the upper range is eliminated.
