Jamie Austin

Jamie Austin is the Manager of Growth Policy with the Ontario Growth Secretariat where he is responsible for policy analysis and development in support of the Province’s Places to Grow initiative.  Jamie joined the Ontario Growth Secretariat in 2009 after ten years with the City of Toronto where he gained expertise in the areas of affordable housing, social policy, community planning and municipal governance.  Most recently he worked as the Manager of Policy and Partnerships in the Affordable Housing Office and as a policy advisor in the Office of the Deputy City Manager.  Jamie holds a Master’s Degree in Planning from the University of Waterloo.

Fiona Chapman

Fiona Chapman is the Manager of Pedestrian Projects with the City of Toronto and is responsible for the implementation of the City’s recently adopted Walking Strategy. Since 2003, Fiona has spent a significant amount of time involved in key city-building issues and has worked  on a broad range of policy and operational issues related to parks, licensing, planning, housing and social research.  She was also seconded to the Social Housing Services Corporation to set up its Policy and Research Unit.

Fiona served as the Executive Director of a national charitable foundation, where she helped launch a nation-wide public education campaign to reduce infant mortality.  Prior to this, she worked on policing issues and for local City Councillors before being elected as a School Trustee in downtown Toronto. She has a degree in political science and also trained as a midwife.

Fiona is an active volunteer and has served on the Boards of a number of community organizations.  She was raised in Sudbury and, like many transplants, feels very passionate about Toronto and its potential.

Mark Cole

Mark Cole is the Design Section Manager with the Charlotte Department of Transportation (CDOT). As such, he is responsible for overseeing the effective planning, design, and construction of the City’s transportation projects and programs and is on the front lines of complete streets implementation. CDOT’s projects and programs utilize Charlotte’s award-winning Urban Street Design Guidelines to create context-based, complete streets.

Mark is a registered Professional Engineer in both North Carolina and Virginia with a background in the design and implementation of transportation projects for both local and state transportation agencies.

Antonio Gomez-Palacio

Antonio is a founding partner at Office for Urbanism. Antonio’s professional experience and research has focused on the intersection of architecture, planning, and urban design, having worked on a wide range of urban projects and master plans focused on urban intensification, mixed-use, community economic development, sustainable development, and heritage matters, as facilitated through participatory processes.  Managing complex projects, Antonio’s work is characterized by the creation of compelling and implementable visions, employing innovative, cross-disciplinary designs and policy tools. Through many of his projects and initiatives, Antonio has been an advocate of ‘complete streets’, seeking to establish urban environments that are vibrant, pedestrian oriented, sustainable, and successful.

Antonio is a respected and award winning urban designer. He has acted as the Chair of the Toronto Society of Architects, as well as a juror, guest critic, and lecturer for national and international institutions, including the Ontario Association of Architects, the American Institute of Architects, the University of Toronto, Ryerson University, York University, the University of Guelph, the Universidad Iberoamericana, the Universidad Politecnica de Catalunya, and others. Antonio has international experience, having worked in Canada, the United States, China, the Middle East, Mexico, Hong Kong, and Greece.

Barbara McCann

Barbara McCann coined the term ‘complete streets,’ organized the Coalition, and has presided over its growth as policy adoption accelerates across the U.S.  She is the primary author of the Complete Streets Best Practices Manual from the American Planning Association and has authored and co-authored many reports on transportation reform issues. Before coming to transportation, she worked for 13 years as journalist at CNN.  The National Complete Streets Coalition is made up of groups representing users of the transportation system, such as America Bikes and AARP, as well as transportation practitioner organizations, such as the Institute of Transportation Engineers and the American Planning Association, and groups with a wider interest in better transportation, such as Trust for America’s Health and the National Association of Realtors.

David McKeown

Dr. David McKeown is Medical Officer of Health for the City of Toronto and Executive Officer of the Toronto Board of Health.  He leads Toronto Public Health, Canada’s largest local public health agency, which provides public health programs and services for 2.6 million residents.  He is a physician specialist who has worked in the public health field for twenty-five years.  Dr. McKeown is also an Adjunct Professor in the Dalla Lana School of Public Health at the University of Toronto.  As a volunteer, he has served as Chair of the Laidlaw Foundation Environment Program and as a member of the Board of the Toronto Atmospheric Fund, the Clean Air Partnership and the Friends of the Greenbelt Foundation.  He has been an outspoken advocate on environmental health issues and is currently leading the development of a Toronto Food Strategy.

Christopher Norris

Christopher Norris, Director of Technical Services at the Canadian Urban Transit Association (CUTA) is responsible for the data collection, analysis and publication of Canada’s transit statistics and performance indicators. This valuable data enables individual systems to benchmark their activities as well as monitor the overall performance of transit in the country. Mr. Norris is also managing ad-hoc member survey, policy and industry research as well as coordinating of research projects with third parties. The Technical Services department is a valuable information support centre for Canada’s transit industry. Prior to joining CUTA, Mr. Norris was a High Speed Transit Planning Engineer with the Edmonton Transit System. He has also worked as an analyst with the Société de transport de l’Outaouais (STO) in Gatineau, Québec and with Roche-Deluc in Montréal. Mr. Norris is licensed as a professional engineer (P.Eng.) in the province of Ontario and holds a Bachelor of Science in Mechanical Engineering from the University of Alberta.

Andy Wiley-Schwartz

Andy Wiley-Schwartz is an Assistant Commissioner for Planning and Sustainability at New York City Department of Transportation.  Andy was hired by Commissioner Janette Sadik-Kahn in 2007 to develop a public space program at DOT and develop a complete street design and planning process for the department.  In this capacity he developed and launched the NYC Plaza Program, an initiative of Mayor Bloomberg’s PlaNYC2030 to develop new public spaces out of existing streets in communities across New York City.  He also co-managed the development of the New York City Street Design Manual, an effort to streamline and standardize streetscape improvements on New York City’s streets.  In addition, Andy has supervised several special projects for the DOT Commissioner including a contract with Danish Architect Jan Gehl to measure, evaluate and promote public life in New York.

Prior to working at NYCDOT, Andy was a Vice President at Project for Public Spaces, Inc. where he directed their Transportation Program.

He supervised and coordinated PPS’s key transportation projects, including DOT training programs, corridor management projects, main street and downtown street enhancement, traffic calming and bicycle/pedestrian projects. In addition to his training and project work, Andy has conducted in-depth research into park partnerships, transportation facility development, public space programming and downtown and neighborhood revitalization programs.  Prior to working at PPS, Andy was a political analyst for Washington Analysis Corporation, an investment research firm, where he wrote and commented on political affairs and the impact of trade, monetary, and domestic policy on the financial markets.

Leslie Woo

Leslie Woo is Vice President of Policy and Planning at Metrolinx. Leslie oversees Metrolinx’s strategic policy, transportation planning and development, GO service planning, corporate innovation and programme delivery for Smart Commute and the Transit Partnerships Initiative.

Leslie is the key author of Metrolinx’s multi-modal regional transportation twenty-five year plan – entitled The Big Move – the current blueprint for transforming transportation in the Greater Toronto and Hamilton Area. She leads the team responsible for the plan implementation with specific focus on systems planning, mobility hub, station and corridor planning and development. Leslie was also a key author of The Big Move’s companion piece, the Greater Golden Horseshoe Growth Plan, while also serving as Executive Lead and Director of Growth Policy, Planning & Analysis at the Ontario Growth Secretariat between 2001 and 2006.

Prior to joining Metrolinx, Leslie was the Director of the Strategic Policy and Initiatives branch in the Ontario Ministry of Training, Colleges and Universities. She also served as Director for Design and Planning for the Toronto 2008 Olympic Bid, and held senior positions with the Waterfront Regeneration Trust, the Province of Ontario and the City of Toronto in roles both with the bureaucracy and political offices.

Leslie is a director of the YMCA – GTA, a member of the American Planning Association and the TAC Urban Transportation Council. Leslie has a Bachelor of Environmental Studies degree and a Bachelor of Architecture degree from the University of Waterloo.

Matthew Blackett

Matthew Blackett, is the publisher, creative director and one of the founders of Spacing Magazine. As publisher, Blackett has helped shape the magazine into one of Canada’s top small magazines: Blackett was named Editor of the Year for 2007 by the Canadian Society of Magazine Editors and Spacing was named Canadian Small Magazine of the Year in 2007, 2008 and 2009. Under Blackett’s artistic direction, the magazine has also been awarded international design awards for its layout, photography and TTC-inspired subway station buttons. Since 2001, Blackett has been a freelance graphic designer and communications strategist for a variety of organizations including the Toronto Transit Commission.

Loy Cheah

Loy Cheah is Director, Infrastructure Planning, Planning and Development Services in York Region. Loy has 22 years of professional engineering experience, most of which is in transportation planning. He is experienced in master planning, cycling network and outreach planning and implementation, transportation demand management programming and implementation, and strategic transportation demand modeling and forecasting. He was one of the founders and key players in the development and implementation of the Smart Commute Initiative, a TDM program covering the GTHA.

Ken Forgeron

Ken Forgeron is a Senior Planner in the Policy Division of the Integrated Community Planning Department at the Regional Municipality of Niagara. He has been the Planning Department representative on various transportation planning projects including the Niagara Escarpment Crossings Study, local and regional bicycle master plans and various roadway EAs. He is an active member of the Regional Niagara Bicycling Committee and has taken a leadership role in the implementation of the Waterfront Trail Route in Niagara as well as a Regional Bicycling Network.

Arlene Gould

Arlene Gould is a design strategist, researcher and educator who has been championing the value of design to the business and social community for over twenty years. Arlene is the Strategic Director for Ontario’s Design Industry Advisory Committee (DIAC), a cross-disciplinary design think- tank and research group established by the City of Toronto in 2001. She is an Adjunct Professor in the Faculty of Graduate Studies at York University and Coordinator of the Design Management Program at Ryerson University. She is a member of the Executive Board for Sustainable Buildings Canada and a Fellow of the RSA, London, UK.

Chris Hardwicke

Chris Hardwicke is an associate of Sweeny Sterling Finlayson &Co Architects and a fellow of the Urban Design Institute.  Chris has managed city building projects such as the Dundas West BIA Urban Design Study and the Yonge Street Corridor Study for Newmarket.  He has spoken about healthy cities at the Futures of Cities Congress in Copenhagen, and Walk21 in New York and Toronto. Chris is a member of the City of Toronto Cycling Advisory Committee, a frequent contributor to Spacing magazine, and a sessional lecturer in the Masters of Urban Design program at the University of Toronto.

Marlaine Koehler

Marlaine Koehler is the Executive Director of the Waterfront Regeneration Trust, a registered charity committed to the completion, enhancement and expansion and promotion of Ontario’s Waterfront Trail. She coordinates a partnership of over 50 communities and conservation authorities who share the vision of a regenerated waterfront. On the partnership’s behalf, she has successfully spearheaded a number of initiatives including major infrastructure programs, trail-wide events and promotional programs. In 2007, she launched the annual Great Waterfront Trail Adventure— a public engagement experiment designed to encourage people to use the Waterfront Trail and embrace active living.
Prior to joining the Commission, she worked at a national television network in the research department.
She was appointed Executive Director in 2006 and has traveled the 730 km Waterfront Trail end to end dozens of times. She has two daughters who share her love for the Waterfront Trail and who have traveled it extensively.

Justin Lafontaine

Justin Lafontaine, Projects Director, Transportation Options, has been developing innovative tourism initiatives and collaborative partnerships for over 10 years. As Projects Director for Transportation Options, he leads initiatives dedicated to establishing Ontario as a leading cycle tourism destination in North America. Justin is the Project Founder of the Bike Train Initiative and was awarded the Ontario Tourism Innovator of the Year Award in 2008. He also developed the Welcome Cyclists Network, a cycle tourism industry standards and destination development project now expanding across the province, and has coordinated numerous industry and public events.

Daniel Leeming

Daniel Leeming, Founding Partner of The Planning Partnership, Mr. Leeming has worked on the design and development of new towns and various sizes of planned communities for private and public agencies throughout Ontario and the United States over his 38 years of experience. His areas of expertise include community planning, from regional to neighbourhood scale with the application of urban design, sustainable initiatives and facilitation to create meaningful and complete communities while satisfying the needs of the marketplace. Many of his projects have received awards not only from Provincial and National Planning Associations, but from private sector building and development organizations.

Dan also works with various universities, is an adjunct professor at the University of Guelph, and teaches Urban Design at the University of Toronto. He has also authored several articles for the Ontario Planning Journal on topics such as changing energy needs, public health and urban design, our aging society and sustainable innovation in community design.

Dan is an active founding member of the Urban Design Working Group within the Ontario Professional Planners Institute, and a Board Member with the Council on Canadian Urbansim (CanU) as well as Active Healthy Kids Canada. He is the former Vice Chair of the Toronto Design Review Board, a current member of the Mississauga Urban Design Advisory Panel, and co-chairs the Canadian LEED-ND review committee for Canada Green Buildings.

Eva Ligeti

Eva Ligeti is the Executive Director of the Clean Air Partnership and co-chair of the GTA Clean Air Council. Ms. Ligeti’s goal is to build programs, policies and practices that facilitate sustainable urban environments. She develops market and community-based research and strategies for: healthy, clean air; climate adapted, resilient cities; a sustainable built environment that reflects livable, sustainable urban planning, with convenient, accessible, public transit and active forms of transportation. Ms. Ligeti serves on numerous boards and committees including, Federation of Canadian Municipalities’ Green Municipal Fund’s Council, Brantford Power Inc. and the Advisory Council of the Nuclear Waste Management Organization. She is a member of the Province of Ontario’s Expert Panel on Climate Change Adaptation and a co-chair of the Greening Greater Toronto. Ms. Ligeti is a lawyer and she teaches environmental law in the University of Toronto, Graduate Program in Environmental Science. Ms. Ligeti was Ontario’s first Environmental Commissioner from 1995 until 1999. She was the Principal, Sheppard Campus, Seneca College of Applied Arts and Technology and Chair, School of Legal and Public Administration.

Wayne McCutcheon

Wayne McCutcheon is a principal and one of the founding partners of Entro Communications. Wayne has been instrumental in many large-scale wayfinding programs over the past 23 years. Recent projects under Wayne’s guidance include: Pearson Airport; Union Station Redevelopment; and the renewal of the World Trade Center in New York City. Wayne has lectured extensively throughout North America and Europe on signage and wayfinding and is recognized as a leader in this field. He is the current president of the Society for Environmental Graphic Design and past president of the Registered Graphic Designers of Ontario.

Andrew McNeill

Andrew McNeill is a Project Manager, Urban Designer and Landscape Architect with the City of Mississauga. Currently, Andrew is leading “Downtown21” an extensive public engagement process to develop a new vision for Downtown Mississauga. Downtown21 is a blueprint that will guide public and private investment in the downtown to transform Mississauga’s core into a vibrant, compact, pedestrian-oriented downtown served by higher order transit. Prior to Downtown21, Andrew was Project Manager for the largest community engagement process in Mississauga’s history – “Our Future Mississauga”, which resulted in a new vision for Mississauga, as well as an updated Strategic Plan for the City. Andrew has been with the City of Mississauga for 10 years and prior to joining the City worked in the private sector in both Ontario and the United States.

David McLaughlin

David McLaughlin is a Senior Project Manager and Associate Partner, MMM Group, based out of MMM’s Head Office (Thornhill, Ontario) and has over 18 years of experience in the transportation and land use planning fields. The scope of his experience includes active transportation planning and complete street design, mobility hub planning, traffic impact assessments, community traffic studies, environmental assessments, municipal transportation studies, public consultation/workshop design and facilitation, transportation master plans, parking studies, public opinion surveys and strategic transportation policy. Dave is one of MMM’s leading national specialists in Sustainable and Active Transportation Planning and Design which includes bicycle, pedestrian/trail and transit system access planning, related functional design and policy development as well as transportation demand management (TDM) program development.

Dave is a full member of the Canadian Institute of Planners and Institute of Transportation Engineers, a member of ITE’s Pedestrian and Bicycle Council and a member of the Association of Pedestrian and Bicycle Professionals (APBP). He regularly advises public and private sector clients on land development and site plan designs, including those seeking LEED accreditation for sustainable and active transportation planning and infrastructure design. In addition to his extensive experience Project Management assignments, Dave often provides technical support to many of the firm’s multi-disciplinary teams for transportation assignments across Canada.

Kaj Mook

Kaj Mook, Director, NS OV-fiets, Dutch Railways. NS OV-fiets (translation: “public transport bicycle”) is a bike rental service available at all Dutch railway stations. Kaj completed his Masters in Spatial Planning (Town & Country Planning) at the Radboud University Nijmegen. He has worked as a spatial planner for the Amsterdam region and was involved in the development of 5 new railway stations. He was the project manager for the ‘Zuidas’, the largest station area development project around the Amsterdam South station. Kaj was the first chairman of ‘De Jonge Veranderaars’, the young professional network of the national public transport lobby organization and think tank Railforum. He is also involved in spreading the Dutch cycling knowledge world wide as member of the network of I-CE (Interface for Cycling Expertise). Working as director of NS OV-fiets for two years now, his aim is to make OV-fiets more professional and more popular, with more clients, more rental points and more rentals. Within the Dutch Railways he works with a small team hoping to establish a permanent position for OV-fiets in the Dutch public transport system.

Louisa Mursell

Louisa Mursell, Project Manager, Welcome Cyclists Network, has been working on sustainable, green and new tourism initiatives for a number of years. Having worked on special projects for Transportation Options since 2008, as the Greenbelt Express and Operations Manager for the Bike Train Initiative and Assistant Coordinator of the 2009 Ontario Cycle Tourism Forum, she brings much knowledge of the cycle tourism industry in Ontario to this project.

John Van Nostrand

John van Nostrand, FRAIC, OAA, AAA, MCIP, RPP, is the founding principal of regionalArchitects, along with its affiliated practices planningAlliance and rePlan Inc. He is the driving force behind the firms’ domestic and international architecture, planning and urban design practices. John has worked on significant architecture and urban development projects throughout the Greater Toronto Region and across Canada. He has also worked in many countries in Africa, Latin America, Eastern Europe and Asia on the planning, design and construction of new communities ranging in size from 150 to 150,000 to 1.5 million persons. He has been active in both Canada and overseas for over 30 years.
John’s work has received numerous awards, including City of Toronto Urban Design Awards, OAA Design Awards, Awards of Excellence from the Canadian Institute of Planners, a World Leadership Award for The Amman Plan (Jordan) and a World Habitat Award for the West Bank Development Project (South Africa). In 2004, he was awarded the Jane Jacobs Award for Ideas That Matter for his thinking on social housing, urbanism, and the integration of architecture, planning and engineering.

Geoff Noxon

Geoff Noxon, Principal, Noxon Associates. Noxon Associates creates effective sustainable transportation strategies for municipalities, senior governments and national associations. As the firm’s Principal, Geoff leads planning, program development and capacity building initiatives to support active transportation, public transit, transportation demand management and multimodal systems. Over the last decade, he has developed widely used resources for Transport Canada, FCM, TAC, CUTA and ACT Canada. He has two decades of experience in consulting and municipal government, and is a member of TAC’s Urban Transportation Council, the Association of Pedestrian and Bicycle Professionals, and the Institute of Transportation Engineers.

Eric Pederson

Eric Pedersen, OALA, MCIP RPP is a registered landscape architect and planner. He holds degrees in Landscape Architecture from the University of Guelph (BLA) and Planning from the University of Washington (MUP). He is currently the Urban Design Program Manager in the City Planning Division of the City Planning Division, City of Toronto for the Toronto/ East York district. This area includes Toronto’s downtown and Central Waterfront. In 2007 he received the Professional Practice Award from the Ontario Association of Landscape Architects, recognizing his work in promoting the profession in the public and private sectors.

Her areas of expertise include Official Plan Amendment and Zoning By-law Amendment applications, policy development, secondary planning, and special projects. Recent projects include the Plains Road Corridor Urban Design Study and Official Plan Review Mixed Use Corridor Study. Andrea received her Bachelor of Environmental Studies from the University of Waterloo in 1995 and Master of Science from Michigan State University in 1999. She is a member of the Canadian Institute of Planners and Ontario Professional Planning Institute.

Recent projects include the Plains Road Corridor Urban Design Study and Official Plan Review Mixed Use Corridor Study. Andrea received her Bachelor of Environmental Studies from the University of Waterloo in 1995 and Master of Science from Michigan State University in 1999. She is a member of the Canadian Institute of Planners and Ontario Professional Planning Institute.

Vito Tolone

Vito Tolone is a Senior Transportation Planner with the City of Burlington Engineering Department.  Vito has been with the City of Burlington for the past 20 years.  He coordinates the Transportation Planning Section that is involved in all aspects of transportation planning from the site plan review of development applications through to transportation master plans and EA studies.  Vito is a graduate from the Transportation Engineering Program at Mohawk College.

Scott Torrance

Scott Torrance, Principal, Landscape Architect Inc., received his Bachelor of Landscape Architecture from the University of Toronto in 1994. He is a member of the Ontario Association of Landscape Architects, the Canadian Society of Landscape Architects and an Accredited Green Roof Professional.

Passionate about the design of urban public space, he studied city and waterfront revitalization projects in Barcelona and Seville in 1992 during the Olympics and World Fair. He has collaborated with a number of artists on public art projects including Stephen Cruise, Arlene Stamp, Jeannie Thib, Dora de Pédery-Hunt and John Dickson. His work with artist Jeannie Thib resulted in the competition and award winning ‘MOTH gardens’ public park in Downsview.

Having traveled extensively, he has visited and studied the great gardens of Europe including renaissance Italian villas, French chateaux of the Loire Valley, Islamic gardens of Spain, estates of the English Landscape School, Edwardian gardens of Lutyens and Jekyll, and American country estates.

Sean Wheldrake

Sean Wheldrake, Project Lead, Cycling Infrastructure and Programs Unit, Transportation Services, City of Toronto, has more than 12 years of experience in sustainable transportation with the City of Toronto. He is responsible for coordinating large scale complex projects associated with the city wide implementation of the Toronto Bike Plan, including exploring options for launching and operating a Public Bicycle System in Toronto. A Public Bicycle System is a fleet of bicycles and automated self-serve parking stations conveniently located throughout the city centre.
